Publish ATH docker image

      Description

      The ATH provides a Dockerfile and the recommended way to run it is by using it, however, that image is not available on docker hub.

      I request it to be deployed as "jenkins/ath" and to have automatic builds enabled, this way we can make the runATH step faster and even create a node just for ATH runs using the image in ci.jenkins.io

          I'd guess everybody agrees we go forward with DockerHub autobuild for now, right?

          Created a repo: https://hub.docker.com/r/jenkins/ath/
          Autobuild and GitHub webhooks are also configured. The build will automatically happen for every commit, branch and tag
