            This build passed, apparently only because the CI mirror setup does not exclude downloads from Central.

            Anonymous users in Artifactory have Deploy/Cache permission for all remote repos, so it shouldn't be a permissions issue.

            Seems to be fixed now, which I am guessing means that it picked up the artifact from Central, meaning INFRA-1224 is broken.

            Symptom is now passed, and we lack the tools at this point to diagnose the problem. Agreed to drop the matter and if it recurs with another OSSRH release, try to run more consistent diagnostics steps earlier.
