We'd like to be able to deploy an arbitrary build directly from Jenkins, without launching an actual job run. (IE, it shouldn't require an executor).

Also, we'd like to be able to do this on any build which has a WAR as an artifact, even if they aren't configured to deploy to CloudBees.
