When the job with 'Keep System Environment Variables' option is run on a slave node, it used system environment variables ON A MASTER NODE

      Description

      My master node's "# of executors" is "0". There are two slave node, which connect by jnlp.
      Theses nodes is running on windows server.
      free-style job -> Prepare an environment for the job (checked) -> Keep System Environment Variables (checked), and "foo=bar" in the Properties Content
      If the Properties Content is empty, it does work.
