When installing updates, changing plugin configuration and so on, it is necessary to restart Jenkins for changes to take effect. However, on heavily resourced, or dependent systems restarting within "office hours" is not appropriate, however, restarting out of hours requires on-site support to simply hit the "Restart now" button.
It would be useful to support a "Restart in <hh:mm>" or "Restart at <hh:mm>" to allow a countdown to the server being restarted out of hours, reducing impact.
This behaviour could be extended to include a Banner notification indicating "Information: Jenkins has been scheduled to restart at 20:00 GMT by <username>" or "WARNING: Jenkins has been scheduled to restart in 2m 60s by <username>"
