Using the periodic backup setup with the tar.gz storage and config only files, the plugin fails to backup the Promotion configurations that are attached to jobs.

When these are missing job with promotion steps are incorrectly restored as they are missing the promotion steps.

These are stored under the path
./jobs/<job_Name>/promotions/<promotion_name>/config.xml

Doing a tar -tzf <backup_file> does not show them in the backup that is created

These files should be included in the backup.
