Matrix Authorization Strategy for anonymous with read permission caused connection problem

      I use anonymous permission for read RSS feeds.
      Since Jenkins 1.459 its behavios change:
      Matrix Authorization Strategy with permission anonymous::Overall::read and anonymous::Job::read caused connection problem with anonymous permission.

      Workaround: Need also anonymous::View::Configure for show Jobs and RSS feeds, but it give access for configure View by anonymous.
