A user with configure permission for a project cannot add SVN+SSH credentials without having global config permissions

      I'm using per project permissions and granted a user config permission for a project but they couldn't add their svn credentials to that project and received the following message:

      user is missing the configure permission

            Pull #37 does not address this issue, since it only changes permission for validating credentials in the job configuration screen. Adding credentials still requires overall administer privileges, since the current credentials design offers no apparent way to keep one user from clobbering (or hijacking) another’s credentials. This is why an integration with Credentials is necessary.
