With plugin 1.3.5 and Jenkins 1.524 the "Always allow manual trigger on pipeline steps" option no longer has any effect - before the upgrade (of both plugin and Jenkins) it was possible to re-trigger any job (failed and successful). After upgrade, regardless of this setting it is no longer possible to re-trigger a successful build (there is no icon in the UI).

This issue was originally detected and reported on July 26, 2013 by Aigars Mahinovs, see Issue 168: Always allow manual trigger on pipeline steps does not allow re-triggering. However, since that bug report was posted to the old issue tracking system at Google Code, I am reposting it here. We have encountered the same bug in our setup.
