In build configuration, in the build triggers section, if you press the "?"
button next to "Poll SCM," the help text should indicate what timezone to use.
Some users are entering UTC time, others are using their local time, and yet
others are entering server time.

I think these times should be in UTC... but whatever is done, it would be great
to indicate which timezone should be used when entering these times.
