Email header options are not saved to file

      When the following items are changed, they are not saved to file:

      • Use List-ID Email Header
      • Add 'Precedence: bulk' Email Header

      Manual changing the file and reloaded Jenkins does not update UI.

      Version: 2.35.1

      In 'saved.png' I changed the preference and in 'reopen.png' the preference has not been made persistent.
