      Description

The Perforce server always returns time-related information in the server's timezone. This also applies to the time when changelists were submitted : thus, the Jenkins changelog for a build always shows submit times in the server's timezone.
I think it would be preferable if the changes were displayed in the timezone of the Jenkins server.

Won't this cause users to wonder why the times displayed in Jenkins are different from those displayed in Perforce?

I think it might. The time zone of displayed timestamps is a configurable option in the Perforce Visual Client. The command line client, however, always displays timestamps in the server's time zone. I guess it depends on the habits of the users themselves.
