Promoted builds with various plugins breaks project configuration screen

      Description

      I just upgraded to the latest version which includes the encoding change.

      This has broken project configuration - I ma unable to change the configuration
      of any project. I get an error in firefox "Too much recursion" at this line
      window.onload = function() { if(oldOnLoadFortasksDefaultEncoding)
      oldOnLoadFortasksDefaultEncoding();

      IE just gives me an exception.

      The only way to fix this has been to disable all of the static analysis plugins.

            P.S. for ASAP FIX instructions - you'll possibly need to restart hudson after
            installing the file.

            Jesse,

            for your issue, can you check to see if your browser is having a stack overflow
            issue (for this fault - the stack overflow occurs in the browser, which then
            causes the Issue 2798 type symptoms if you try to submit that form that is
            broken by the non completion of the stack of onload handlers).

            If you are using the promoted builds plugin, it is highly likely to be a
            duplicate, and if not then either there's another catalyst for this fault, or
            its a different cause.

            You could install the immediate fix attachment for this fault and see if your
            issue is resolved. If so its a duplicate.
