Add an option that would cause the changelog to exclude changes that are excluded by the existing "Poll Exclude User(s)" & "Poll Exclude File(s)" fields

Reason:
If a build is triggered, often we do not want to see non-polled changes in the changelog.(hence the reason they are in the exclude list) Nor do we want to see email triggers blaming unrelated changes/users for build breaks.

Additional Notes:
This should work very similarly to the "Use mask when determining changelog" feature.
However, View Masks cannot be used effectively in this scenario since they are inclusive, and the poll excludes are exclusive.
