Jenkins was installed, added first user, project was created and all is working fine.
Add another user with "Create User", new user logs in to see:

Access Denied
<new_user> is missing the Overall/Read permission

Examined config.xml to find that <new_user> entries are missing. Entries for first user are all there.

Workaround: manually add new_user entries to config.xml and restart jenkins.
