The windows build requires a slave with very specific setup that goes contrary to how you should setup jenkins slave.

Therefor the label for the build should ask for a slave that matches a more specific criterea than just "windows"

This causes issues when you have well setup windows slaves - the packaging will randomly be allocated one of these slaves, try and build and fail.
