1) Upgrades enable previously disabled rc script, should check rc status before enabling.

2) Upgrades also start the hudson application, should not start or stop a previously installed application.

3) (Ubuntu) .dev installs webroot, war. ... under /var/run/hudson. Should only use /var/run for sockets, pid files, etc. Application files should be installed under /var/lib/hudson or /usr/local/hudson for cross-platform compatibility.
