Claims Plugin - Claim Related Email can be sent to the regular "Failed" and "Fixed" email recipients too

      Description

      We are using Jenkins for Continuous Integration in a Collective Ownership environment. We notify only "Failed" and "Fixed" events to the broader team (30+ people) so that anyone can choose to fix a broken build.

      The list of recipients of Fixed and Failed events are specified in the Job configuration.

      It would be great if any "Claim" change is sent as a news to these recipients so that two people don't keep looking at the same issue, when they are not in office.

      Without this enhancement,we can use Claim plugin only while in office where people can see build status in a monitor. But when people are not in office, we rely primarily on email notifications to take the collective code ownership forward.

          From my brief look it looks like this will require some changes on the claim plugin side to support sending the email via email-ext
