Mailer detects the individual users responsible for the changes in the build by using AbstractBuild#getCulprits, so it is not available for WorkflowRun's.

The goal of this RFE is to improve the detection mechanism so that it works with other types of jobs, and, in particular, Pipeline Jobs.
