Bundle and test Kyoto plugin with blue ocean, and test out of box with fresh Jenkins installation

      Description

      In scope:

      • Check that the newly released Kyoto plugin https://github.com/jenkinsci/pipeline-config-plugin works nicely with blue ocean (when released)
      • Bundle the plugin with aggregator
      • Bump Jenkins version to Jenkins 2.7.3 LTS
      • Check that blue ocean (beta?) works on a fresh jenkins install "out of box" as much as possible
      • Add a test that uses multiple parallels and multiple stages so we can ensure this gets displayed correctly
      • Fix unprotected root action when JWT is disabled

            Vivek Pandey so Andrew Bayer tells me that pipeline-model-definition-plugin version 0.1 has been released. This is the plugin that contains the Kyoto changes.

            Once JENKINS-37323 is merged, we can proceed with integrating and testing we work with Kyoto.
