The following setup fails to cause nodes to be provisioned through any cloud
implementation:

Master set to only run jobs tied to it, and jobs waiting to run which are tied
to nothing. The master has no labels. The provisioning code thinks that the
slots on the master are free to run the jobs, but the jobs will not run on the
master because they are not tied to the master.

This is with version 1.311.
