72cde84 introduced an issue where queued builds with different parameters were ignored when another queued build was present.The issue appears to be the params list that is passed in to queue.schedule. I locally rolled back to the old parameter list type and jenkins/p4-plugin is now behaving correctly again. This issue is really bad for anyone depending on automation testing in an environment that doesn't instantly start building as it's unclear why the build never started, no swarm error output and no jenkins history of any kind that the build was attempted unless you know what to look for.
