Job1: A matrix job is set up as a template with default parameters and no label set.
Job2: Another matrix job is set up to use that template with different parameters and a label set.
When Jenkins restarts Job2 retains its parameters but no longer has its label set. Without the label set the job does not actually run on any build agent.
