JUnit is a widely used format for test reporting. My tools that do not use the JUnit library claim to output JUnit XML.
Currently, the plugin provides no feedback for non-error scenarios where results are ignored or discarded.
It is not the responsibility of the Jenkins JUnit plugin to fix or try to recover invalid JUnit xml inputs. On the other hand, when the provided input xml files are processed and test results are ignored or discarded (such as when a duplicate testsuite or testcase is encountered), the plugin should at least provide warning output in the job log.
Ideally, this sort of diagnostic output would be configurable at the job level.
