We want to guide new users to blueocean to create their first pipeline using the editor. This may include guiding users outside of the editor to use Blue Ocean.

For the first time use of the Editor we need to teach them what stages, steps and parallels are and guide them to steps they are likely to want to use.

Perhaps we even have a curated step listing for this first time use with only 5-6 common steps and a "show more". They could toggle between the curated step list and show more.
