Process startup hangs trying to access Windows Location Provider service

      Jenkins 2.47
      Java 1.8.0_121
      Windows 8 x64
      Tomcat 8.5.11

      Every time I try to start Jenkins via the command line, it seems to start, but the web GUI never gets to the login page.

      I tried deploying the application to Tomcat, and it breaks the deployment process.

      Each time I try to start the process, I get 3 error messages in the Windows event log:

      The Windows Location Provider has successfully started

      Our corporate desktops are HEAVILY "corporatized," and the permissions system is a nightmare. (Frankly, I'm surprised I've gotten this far.) I don't have any hope that anything can be changed with the configuration of Windows, but I was wondering if there were some way to disable whatever it is in Jenkins that's trying to interact with the Windows Location Provider service. Maybe that's something that's critical, and shouldn't be disabled, and it's possible that I'll find something else right after this even if I can find a way around it, but I thought it was worth asking.
