      Description

If no retrieval methods are installed, preferably there should be some text indicating how to get some. e.g. "Install the Git plugin", or we could add a wiki tag to plugins that implement the relevant extension point, and point there (via a jenkins.io/redirect URL).

Thought about this and...I don't think it's worth doing. Right now, we've only got SCMRetriever and SCMSourceRetriever, so we could theoretically check to see if either one has any contents, but there's no generic way to tell whether any of the LibraryRetriever extensions are actually usable. It's a pretty odd edge case where you don't have any SCM installed, though, so I'd say it's not worth worrying about. Correct me if I'm wrong. =)

          Yeah, that's fair enough.

I'm not sure how I got into this situation, but likely it was a bigger issue back before Git and friends implemented the "Modern SCM" method of fetching commits.
