Consolidate all the annoying urlconfig's and tidy up how corejs exports stuff

      There is stupidly:

      https://github.com/jenkinsci/blueocean-plugin/blob/master/blueocean-core-js/src/js/urlconfig.js
      and also:
      https://github.com/jenkinsci/blueocean-plugin/blob/master/blueocean-core-js/src/js/config.js

      which are almost doing the same thing, different clients. The former was moved there more recently, but there was no refactoring done.

      This is very confusing.
