Reproduce:

Navigate to https://ci.blueocean.io/blue/organizations/jenkins/i386%2Fapp-store-demo/branches without logging in and edit actions will show for branches.

Possible fix: 

Probably a shared function or component should be made for the edit button to check permissions wherever
