Poll SCM option with Team Concert Plugin 1.2.0.2 builds regardless of SCM changes

      The latest version of the Team Concert Plugin does not seem to work as intended with the "Poll SCM" option. When we were using version 1.1.9.9 of the plugin, it would only rebuild if there were changes to the SCM. With 1.2.0.2 (and i believe 1.2.0.1 as well), a build is launched every time the polling occurs, regardless of whether or not there were any changes delivered, essentially acting the same as the "Build periodically" option.

      We have the issue on multiple instance of Jenkins, one of which is very new.

      In order to reproduce the problem, create a new build that connects to a RTC project using a stream, use the Poll SCM option, input a schedule, and the build should execute every time that schedule is supposed to simply poll.

      The RTC Polling Log always says there are changes.
