When you specify any parameters for a build in the Jenkinsfile, the actual ui allow you to set these parameters when you start a build manually through blueocean.

By the way, there is actually no way to change these parameters when you want to rebuild a specific build (in case you want to add a Release option per example)

Maybe add a second button to re-run with new parameters, and keep the actual re-run button for quick rebuild ?
