When using Hosted UI resources in Blue Ocean (i.e. the UI assets are coming from a hosting service of some sort e.g. CDN), the ExtensionPoint definitions in the installed plugin in Jenkins can become out of sync with the actual ExtensionPoints available in the hosted bundle.

E.g. ExtensionPoints may have been removed or added, while the installed plugin still has the old listing.

In some cases, we should be abe to work around this issue at runtime by removing or adding the runtime definitions Vs failing the UI.
