Currently blue ocean provides the implementation for its own extension points for issue linking, and html publishing. These extensions could be moved to the respective upstream plugins, once blue ocean 1.3 (or 1.2.2) is published, and should be. 

This will allow tombstoning of some blue ocean lib plugins and moving of stable code out to where they belong, and also show some of the extensibility aspects of blue ocean.
