Add the possibility to disable changelog computation at projet level

      Description

      With CVS, computing changelogs can take a long time, but we don't need it for
      all our hudson projects.

      There is a JVM option "hudson.scm.CVSSCM.skipChangeLog" to disable it for all
      jobs, but no way to set it per projet.

      Can this option be added to the projet settings ?

          Version 2.0 of the cvs plugin adds a checkbox to each project to disable changelog computation. The existing system property is now ignored, but will be used whilst running any jobs created under the older versions of the CVS plugin
