Jenkins runs but can't connect as a user

      Red Hat Enterprise Linux Workstation release 6.9 (Santiago)
      No firewall
      OpenJDK Runtime Environment (build 1.8.0_141-b16)
      OpenJDK 64-Bit Server VM (build 25.141-b16, mixed mode)

      I followed the installation steps from https://wiki.jenkins.io/display/JENKINS/Installing+Jenkins+on+Red+Hat+distributions

      Jenkins started, and entered SetupWizard. I accepted recommended plugins and then tried to "Create First Admin User" and got an error "Service Unavailable". If instead of creating my own user I click on "Continue as admin" then the error is "Unable to connect to Jenkins". There is no firewall running. What could possibly be wrong? There is nothing in jenkins.log to indicate a problem. And I have a similar setup running on a different machine without this issue. Is there anyway to get more information? What service or permission is missing?
