openstack-cloud-plugin 2.28 was released four days ago, but the release looks to be broken. It does not appear at https://updates.jenkins-ci.org/download/plugins/openstack-cloud/ and is not installable from the Jenkins UI.

It looks like pom.xml wasn't updated for the release; https://github.com/jenkinsci/openstack-cloud-plugin/blob/openstack-cloud-2.28/pom.xml still gives the version as "2.28-SNAPSHOT" and the SCM tag as "HEAD." (That is, there's no equivalent to https://github.com/jenkinsci/openstack-cloud-plugin/commit/d5c4f82db246803a78750df95c3f28009f91fdf2 for the 2.28 release.)

Marking this as "Major" since it blocks deployment of the fix for JENKINS-46541.
