      We are definitely not hitting Rate limit on our small Bitbucket server.
      Other users have reported issue: https://github.com/Eernie/bitbucket-webhooks-plugin/issues/72

      Latest Bitbucket branch source plugin
      So we have no builds until you hit "Scan" then events start working for a little while and then you have to scan again.

      Here I search for remove... Notice the large gap in between removed and created/updated events.

      Here I hit "Scan" as indicated by the green. Notice the one hour time gap

            Yes only against pull request where branch is on origin and target, on Bitbucket server,
            I already suspected that spot

            I can't speak for the "only against Bitbucket server" but I can say that, for me, when using Bitbucket server (5.2.3) this issue applies to both Pull Requests events and Branch events (creation, deletion, and push).

            I can also confirm this is only affecting Pull Requests against Bitbucket Server (5.5.0). I have reverted the plugin to 2.2.3 and Pull Requests are building again!

            Removing myself as assignee. My current work assignments do not provide sufficient bandwidth to review these issues and in the majority of cases I am only assigned by virtue of being the default assignee. For the credentials-api and scm-api related plugins I have permission to allocate time reviewing changes to these APIs themselves to ensure these APIs remain cohesive, but that can be handled through PR reviews rather than assigning issues in JIRA
