Currently the Library annotation will fail the build when the library repository cannot be fetched. This way all builds rely on the availability of the git Repository. To me it is sometimes more important to run a build with a slightly outdated version of the library then failing it because the latest version is not available.

Make it possible to fail the fetch if a local checkout is already available for example by adding an option to the Library annotation.
