Issue when upgrading to 2.95 from 2.94, all jobs at the root disappear

      Description

      As usual, upon seeing a security announcement, I fetch the latest .War , snapshot the Jenkins VM and restart Jenkins.

      Upon restart, a long list of warnings appeared on the dashboard, plugins complaining about dependencies. Additionally jobs usually located at the root were missing.

      I then rollbacked.

          Please provide the list of warnings, as well as the Jenkins containing messages logged during the startup. Without those, we cannot investigate further.
