The js-libs "core-asset" scoped jars are not being generated properly - js, css etc assets not copied into jar.

Not visible in a full running Jenkins because the js-lib plugins are installed and so the UI is able to resolve the assets via the plugins.

However, it is visible when running Jenkins via HPI e.g. go to the main "New Item" page and you'll see it is blank and there's a script loading exception in the browser console.
