We have a number of nodes that start on demand and stop on idle.

Typically this means we'll have a list of nodes, each of which says "(offline)".

If you click on one of the nodes, it might actually say "launching".

While it's true that a node might be "offline" in that jenkins can't use it now, if in fact jenkins is asking the node to start, it should show "launching", not "offline".
