We would like to be able to force some settings on all jobs in the instance somehow

In our case:

1) Not run concurrent builds. If a build is in progress and another build is in the queue, do not allow any further builds to be triggered or queued. This can be set in individual jobs already but we want to make it an instance setting we apply to all job types on that instance

2) Abort after a certain running time. Again, users are able to set this on individual jobs but would like to impose this restriction at instance level to prevent jobs from overrunning and hoarding executors
