Github Oauth Plugin Commit Authorization Strategy breaks only for one github scan org job surprisingly. The scan job only gets the authenticated user / hudson.model.Item read permissions in the acl failing org.

      Description

      Github org scan job breaks authorizations only in one org this might seem to be an issue with github. However, the the org is setup equivalent to other orgs and jenkins fails to fetch org permissions to each authenticated user via github oauth. 

          Hence jenkins only allows the user with authenticated read permissions as setup in security realm

      Additional info:

      The permissions class does not have java.util.logging enabled on all the users/filter on user to verify the authorizations.

          I could temporarily fix the issue by falling back to the deprecated docker account jenkinsci/jenkins:2.89.3 image. However, I was running in to issues with the lts release migration. Appreciate your help in this , Thanks.
