jenkins.model.DownloadSettings is Restricted, however:

1. It is using the Symbol annotation which means it is used externally
2. The information held by the extension is potentially useful for other extensions working with user data.

In my use case, I need to read useBrowser to be able replicate that in another Jenkins instance.
