Blue Ocean spinner animation uses 25-50% CPU

      I have had several complaints from end-users of the /activity page for a job causes high cpu usage – which is an issue when using a laptop running on battery.

      The issue seems to be the worst with chome using 40-50% of a CPU and closer to 25% of a core with safari.  FF 62.0 seems to be much better but still 15% of a core seems excessive.

      The screenshots attacjed are with 2 running spinners .
