REST API to generate API tokens

      As part of the installation procedure, Jenkins X needs to be able to get the API token for the default (admin) Jenkins user. At the moment, this is only possible/easy via browser interaction by clicking on the "Add new token" button in /me/configure and so the Jenkins X installer has to resort to opening up a browser and attaching a driver to perform the interaction (which is not ideal for very obvious reasons).

      We need a programmatic way (ie, RESTish) to create-and-get a new API Token.

      Jenkins X (at the moment) just uses Jenkins' default security realm (basic auth).
