Accessing tests from BlueOcean UI results in http threads pegging cpu in TreeMap.java (put)

      Accessing tests from the BlueOcean UI results in five http requests to be spinning in TreeMap.java:568.

      It's not yet clear what environment change caused this but it's a severe issue so I am reporting it here asap.
