I would like to have an option to configure the ec2 plugin to wait before it starts a new ec2 instance.

e.g. If I have an ec2 agent running, then I would like jenkins to wait for X-minutes before it starts an other instance. During this time the already running agent might get available and then there is no need to start a second instance.

btw. I'm not sure what I missed, but I'm not able to see the value for instanceCapStr anywhere on the UI...
