Accessing the api xml (e.g. http://machine/hudson/job/project/api/xml) fails if the xml contains e.g. german umlauts. Output should have the utf-8 tag at the beginning and should be utf-8.

Worked fine in hudson 1.341, is broken in hudson 1.343

Is a blocker for all tools that a) rely on the api and b) run in an environment with characters outside ASCII range
