Relocate "environment variables" field option in job's configuration

      It would be useful to have the field option "environment variables", in job's configuration upper in the page and make sure this environment variables are enabled/parsed immediatly after parameters, so they can be used all over the build's configuration.

      I've found out that if I want to use a variable in some option fields in job's configuration, such as in Workspace option or "Clearcase Viewname" (using clearcase plugin), I have to create and specify a parameter value because specifying such variable in this new field "environment variables" doesn't get parsed/translated into the actual value, before option I want to use.
      I think it's because that every option/field in a job's configuration get's analized/parsed starting from the beginning.

      So I think this field should be one of the top options to exist in the configuration, so we can make use of the variables specified.
